HMRC to mandate tax advisor registration and minimum standards—Solicitors Journal

Associate Semin Kaycin has contributed an article to the Solicitors Journal that details HMRC’s new proposals which will require all tax advisors to register and meet minimum professional standards from April 2026.

She explains that under the plans set out in the policy paper, advisors will need to register with HMRC before acting on behalf of clients, declare compliance with new eligibility criteria, and maintain these standards on an ongoing basis.

She adds that while the proposals aim to raise the quality of tax advice and protect taxpayers from unqualified advisors, critics including the Law Society warn that the rules are overly broad, risk capturing professionals such as conveyancers who do not primarily offer tax advice, and could impose disproportionate burdens on small firms

Whilst HMRC’s intentions to raise the standards of tax advice being given is positive, let’s watch this space to see if they listen to the concerns raised by the other regulated sectors which if not changed could potentially result in unfairness.
